Even in a terrible year for incumbents and ruling parties across the globe, Prime Minister Rishi Sunak and Britain’s long-dominant Conservatives stand out. Unless virtually all the polls and pundits are wrong, Mr. Rishi’s Conservatives are on track to be toppled when voters go to the polls on July 4, with the center-left Labour opposition party set to take power for the first time since 2010.
