MUNICH — European leaders took steps Sunday to reply assertive U.S. efforts to finish Russia’s warfare towards Ukraine, as France introduced a gathering of continental leaders and Baltic international locations known as for brand new steps to strengthen Kyiv’s hand in any future talks.
